Instructions:
Rinse the moong dal in a colander until the water runs clear. Soak the moong dal in water for at least 30 minutes, or up to 2 hours. Drain the moong dal and grind it into a smooth paste using a blender or food processor. Add the water, onions, tomatoes, green chilies, and cilantro to the ground moong dal and mix well. Heat some oil in a large skillet over medium heat. Pour the batter into the skillet and spread it out evenly. Cook for 2-3 minutes per side, or until golden brown and cooked through. Serve hot with your favorite chutney or sauce.
